2月份签证公告牌，签证办公室尚未发布，不过上周五，EB-5行业协会IIUSA，根据从签证办公室所获得的最新数据，提供了关于2月以及今后走势的的相关信息：

I. 2月份排期

IIUSA：According to the Visa Office, the Final Action Dates (FAD) for Chinese EB-5 visa applicants will remain July 22, 2014 for February。

2月份排期暂停前进，继续维持在2014年7月22日。

II. 延期与面试

IIUSA：However, with the current sunset date (1/19/2018) fast approaching, if there is no legislative action to extend the Program by the upcoming Monday, according to the Visa Office, any interview appointments related to the I5 and R5 categories that were scheduled after 1/19 may be postponed to February. The Visa Office might reschedule the affected interview appointments one week at a time starting next week (1/15/17) while the extension of the Program is still pending。

由于1月19日，EB-5区域中心法案到期，所以签证办公室有可能会将1月19日之后的，区域中心投资者的面试安排，调整到2月份（预期EB-5区域中心法案继续延期）。

III. 18财年第一季度签证发放数据

签证办公室，提供了一份18财年第一季度（10-12月），前5大国家的签证发放数据：

可以看到，中国之外的其它国家，由于15年9.30的因素，EB-5签证发放数激增，算上中国大陆之后，平均前五大国家增长了37%。

IV. 越南排期开始

IIUSA：In addition, the EB-5 visa usage for Vietnamese applicants jumped 190% year-over-year from October to December 2017. Since almost half of the annual EB-5 visa allocations for Vietnam (approximately 700) has already been used in the first quarter of the current fiscal year, the Visa Office predicts that Vietnam will face oversubscription by April, at which time a final action date will be required. After this happens, Vietnamese EB-5 visa applicants will subject to the same FAD established for Chinese EB-5 visa applicants for the rest of FY2018. 

18财年，越南签证发放数增长了190%，达到年度签证配额的一半，故而，预计将在4月份开始排期，并且一旦排期，2018财年剩余月份，其排期截止日将与中国大陆一致。

V. 18财年排期走势

根据在去年底发布的，2017财年签证等待报告，有细心的朋友指出，除中国大陆之外的其它国家的等待人数为3,534人，这些他国人预计将在2018财年获得签证，详见下图：

由于，此数据对应的仅仅为在海外通过领事馆面试获得签证的EB-5申请人，还有一部分申请人是直接在美国本土，通过向移民局申请调整身份（递交I-485），进而获批绿卡的，该部分他国申请人占比大约为30%，估计会有上千人。因此，这两条队列相加，2017财年底正在等待EB-5签证的他国申请人，可能已经有4/5,000人左右。故而，按照这种计算方式，在2018财年，中国大陆申请人，也许只能获得50%左右的签证。如果，该推测属实，18财年的排期接下来恐怕会走的比预期慢不少。

17年10月份，IIUSA的大会上，签证办公室主任Charles Oppenheim，对于2018财年的预期是：2018财年中国大陆所能分配到的签证，将会保持在72-75%之间，2019财年将会降到70%左右：

1. 2018年9月（即2018财年末），估计走到2014年9月15日，最好的情况是10月1日，最坏的情况是9月8日，基本上2018财年是一年走三月的节奏；

2. 2017财年，中国大陆用掉的签证还维持在75%左右，预测2018财年中国将会保持在72-75%之间，2019财年将会降到70%左右；

期望Charlie同学上述预测还是一如既往的无比正确，根据签证等待报告数据所推测的50%左右的签证分配比所带来的担心纯属庸人自扰。

最后，在IIUSA也指出了：However, due to the increase in the visa applicants from the rest of the world, the future movement of the China FAD could likely to be limited in the rest of FY2018。

至于，18财年的剩余月份，将怎样有限前进，签证办公室并未向IIUSA披露。2018财年，从10月到2月份已经走了5个月，下面就看3月到9月这7个月的表现了。
